Finance Committee must find $320 billion in new revenue for health reform
The Senate Finance Committee must find $320 billion in new revenue to help pay for its health care reform proposal, but no final decisions have been made regarding the design and scope of the new taxes. "We've already got the spending, savings, that package pretty well agreed to, so we're talking about revenue options, some healthcare-related, some non-healthcare-related," said Senate Budget Committee Chairman and Finance Committee member Kent Conrad (D-ND) said Wednesday. Finance Committee Chairman Max Baucus (D-MT) said that capping the income tax exclusion also remains an option for the committee to consider, despite earlier reports that Senate Majority Leader Harry Reid (D-NV) had asked Baucus to drop the provision. Reid met with a group of Republican Senators Wednesday to assure them that he is committed to crafting a bipartisan final health care bill. Mandatory E-Verify reinstated, Senate amendment would make program permanent
Department of Homeland Security Secretary Janet Napolitano announced yesterday that mandatory use of the E-Verify system for checking workers’ immigration status by federal contractors will begin on September 8. At the same time, she rescinded a controversial 2007 rule that would have required Social Security to send "no-match" letters to 140,000 U.S. employers warning them to resolve discrepancies or fire suspect workers within 90 days. Also yesterday, the Senate adopted an amendment offered by Senator Jeff Sessions (R-AL) that would make permanent the E-Verify. The amendment was adopted on the Senate version of the Homeland Security appropriations bill (S 1298). Voluntary users of the E-Verify program, including nonprofit employers, had encountered numerous inaccuracies in the database as well as a long and difficult process for correcting those errors. Stalled Census nomination may progress this week
Senate Majority Leader Harry Reid (D-NV) is expected to hold a vote as early as this week on the delayed nomination of Robert Groves to head up the Census Bureau. Reid will likely file a procedural motion to advance the stalled nomination, according to Senator Tom Carper (D-DE), who then said, “I think we’re going to have a cloture vote.” The census is conducted every ten years to assess the nation’s population and demographic makeup. PAN members may participate in our monthly legislative update sessions to learn about current congressional and regulatory issues and share strategies about communicating more effectively with members of Congress. PAN members also receive action alerts and breaking news updates about legislative and regulatory issues, and are invited to participate in advocacy training sessions, in-depth briefings, and special task forces and advisory groups working on specific policy issues and advocacy strategies.
