FY 2010 budget process

Congress completed work on a FY 2009 omnibus spending bill to fund the government through the remainder of the fiscal year and President Obama signed the $410 billion package into law March 11. The consolidated bill (H.R. 1105) consists of nine separate appropriations bills and provides $31 billion in spending above the FY 2008 levels, an 8% increase, and reflects a shift in priorities from the previous administration. It includes a roughly 4% increase in funding for Health and Human Services programs, including $9.3 billion for Children and Family Services; $53.9 billion for the Supplemental Nutrition Assistance Program (food stamps); a 7% increase for the Department of Education; and $889.9 million for the Corporation of National and Community Service.
