The role of American government has grown to include a myriad of programs and services deemed necessary for the nation’s welfare. Access to quality education, secure air transportation, safe highways and infrastructure, a safe and adequate food supply, clean air and water, and care in old age and sickness are just some of the demands citizens place upon government. And the demand for government service grows even as the availability of funds and the public's tolerance for raising revenue shrinks.
While some federal economic indices have recently improved, fiscal operations at both the state and federal levels have changed markedly and will remain different from what charities and foundations experienced in the mid- to late-1990s. Government at all levels will face difficult decisions in the coming years about the services it provides.
