Organizations Supporting the 2001 Nonitemizer Charitable
Deduction
Dear President Bush:
We, the undersigned organizations, representing a cross-section of the charitable sector,
write in support of your Administration’s proposal to allow all taxpayers, including
nonitemizers, to deduct their charitable contributions, whether they itemize their deductions
or not. This proposal would allow nonitemizers to deduct all their charitable contributions
up to a ceiling equivalent to the standard deduction.
The nonitemizer charitable deduction reflects the generosity and sacrifice made every day by
tens of millions of Americans. The proposal would allow the 84 million Americans who do not
itemize their tax returns (more than two out of every three taxpayers) to deduct their charitable
contributions.
A forthcoming PricewaterhouseCoopers study for INDEPENDENT SECTOR reveals that this proposal could increase charitable giving
by as much as $14 billion per year. In addition, the proposal would encourage over 11 million
taxpayers to become new givers.
The nonitemizer charitable deduction does triple duty: It provides tax relief for nonitemizers,
who are largely low-and middle-income taxpayers; it improves tax fairness by recognizing the
generosity of all taxpayers; and, by creating an incentive for additional giving, it encourages
individuals and families to give more to support the work of their favorite charities.
A similar proposal received broad bipartisan support in the 106th Congress.
President Bush, several times you voiced your support of the nonprofit community as partners
to government throughout your campaign and most recently in your inaugural address. The place
to start is with the charitable nonitemizer deduction.
We strongly support your Administration’s proposal and urge its speedy passage.
