Early in 2000, the
Congressional Joint Committee on Taxation released a report calling
for significantly increased public disclosure by nonprofit
organizations. The report raises a number of critical issues for the
nonprofit sector. In response, INDEPENDENT
SECTOR created a special task force to consider these
proposals, and we have prepared a comprehensive response to the report,
available by clicking on the link below. INDEPENDENT
SECTOR has a long history of promoting appropriate public
disclosure. Many of the recommendations contained in the report are
ones that we can support. At the same time, several of the
recommendations are deeply troubling, and we have concluded that we
must oppose those proposals that are clearly inappropriate or that we
believe move public disclosure in the wrong direction.
We have also prepared a short
summary of our comments, as well as a statement
emphasizing the importance of these issues. It is critical that the
nonprofit sector endorse appropriate public disclosure, while at the
same time taking a strong stand against proposals that would add
substantial burdens, chill nonprofit participation in the policymaking
process, and yield little useful information.
