We, the undersigned organizations,
representing a cross-section of the charitable sector, write in
support the Charitable Giving Tax Relief Act (HR 1310) and urge
you to cosponsor it.
The Charitable Giving Tax Relief Act
is based on generosity and sacrifice, not personal gain. This
legislation would allow individuals and families who claim the
standard deduction, two-thirds of all taxpayers, to deduct 50 percent
of their annual charitable contributions over $500 each year, as a way
to encourage giving above current levels. A PricewaterhouseCoopers
study found that charitable giving would increase by more than $3
billion annually at 1999 income levels as a result of this bill.
The Charitable Giving Tax Relief Act has received bipartisan support in the 106th Congress.
Introduced by Philip Crane (R-IL), and cosponsored by William Coyne
(D-PA), Wally Herger (R-CA) and Karen Thurman (D-FL), the legislation
has already attracted 104 cosponsors from both sides of the aisle.
The Charitable Giving Tax Relief Act does triple duty: it provides modest tax relief for nonitemizers, who
tend to be low and middle income taxpayers; it improves tax fairness
by recognizing the generosity of all taxpayers, and; by creating an
incentive for giving, it affects the amount an individual gives to
charity.

additional information and a breakdown of how this bill will increase
charitable giving in your state.
