(WASHINGTON, March 1, 2011)—Independent Sector announced Lois Fu joined its policy team as vice president effective Tuesday, March 1. Lois brings over 30 years of experience as a seasoned advisor and leader in the nonprofit sector and a deep knowledge of both the legislative and executive branches of government. She served as a senior advisor in a number of Federal agencies, including the Federal Transit Administration and Transportation Security Administration, as well as in the U.S. representative’s office at the World Bank. In these agencies, she developed and analyzed policy and program budget allocations, program plans, and human resource strategies.
Lois comes directly to IS from the National Academy of Public Administration (a nonprofit membership and service organization chartered by Congress to improve the management of government), where she had oversight of project execution and led efforts to shape and execute their plan to expand private sector partnerships with nonprofit organizations that share a commitment to good government.
In partnership with the National Academy of Sciences, Lois led a successful two-year National Academy effort that resulted in publication of joint report, “Choosing the Nation’s Fiscal Future”, and related website, www.OurFiscalFuture.org.
Immediately prior to joining the National Academy, she served as an Advisor to the U.S. Executive Director of the World Bank, who represented the United States on the World Bank Board. Lois provided coordination of U.S. policy positions with officials at the U.S. Department of the Treasury, State Department, US AID, and in Congress.
Lois also possesses a strong working knowledge of the Congressional decision-making process, having served as a legislative assistant and as the staff director for the Senate Subcommittee on Aging, where she successfully shepherded the reauthorization of the Older Americans Act through the legislative process.
Formerly, she served 14 years in a variety of national leadership positions at the American Red Cross. She played an instrumental role in the development and execution of nationwide marketing and disaster relief for the Red Cross during the 1990s and worked with local chapters to ensure the services provided bolstered their fundraising.

Lois also volunteered and served as an elected member of the Board of Directors of the Arlington Free Clinic, which provides free medical care to low-income residents of Arlington County, VA. She holds a B.A. in political science and a master’s degree in Public Policy from the University of Michigan and did post-graduate work in economics at George Washington University.
