We
are taking a summer break in our monthly
publishing schedule for EDINews but didn't
want you to miss the following news that
has occurred since publishing our July
issue. We will resume our regular format
in September, when we will feature news
and comments from the IRS, state charity
officials, nonprofit leaders, software
developers and tax practitioners.
The
IRS' decision in late June to defer implementation
of the IRS Fed-State System to integrate
federal and state charitable reporting
is now "back on track", with full funding
approved for FY05, and high likelihood
that funding would be secured for the
3rd quarter of FY04 to ensure delivery
in January 2006. The IRS Fed-State system
would provide charities single point
electronic filing and serve as an intermediary
for states to retrieve state charitable
registration and other state reporting
documents.
Initiated by EDIN's ad hoc working group on state reporting
issues, the National Association of Attorneys General (NAAG) passed
a resolution (PDF) at
their summer meeting in support of electronic filing, information
sharing between the IRS and states, and support for the IRS
Fed-State system to streamline and integrate reporting by
providing a single point filing and state retrieval system
for the 990 and state charitable reporting requirements.
The 990-PF is on schedule to be available for electronic
filing in January 2005. The IRS plans to issue XML schemas
in mid to late-August, with assurance testing to begin in
early November.
As of August 8, the IRS has received 612 e-filed 990s, 990-EZs
and 8868s. Expect to see a jump in the number of e-filed
submissions in mid-August.
The Tax Information Group for EC Requirements Standardization
(TIGERS) Group, a coalition of about 20 state departments
of revenue that have been working to integrate state e-filing
for the Form 1120s, and the National Association of Computerized
Tax Processors' (NACTP) e-filing committee will hold their
meetings in Portland, Oregon, August 11-13. EDIN is working
closely with these two groups to communicate and coordinate
efforts to advance e-filing and support the IRS Fed-State
system.
